My equipped ilvl was 906.You can attempt this quest whenever the Mage Tower is active on the Broken Shore. The first attempt is free but subsequent attempts cost x100 nethershards each. It is recommended that you be around 900 ilvl or higher to try, but you can definitely do it lower if you're really tight on mechanics.
